On December 2016, Fernando A. Gil-Enseñat, Esq., born and raised in Mayaguez, Puerto Rico, was nominated by the Governor of Puerto Rico to serve as the Secretary of the Puerto Rico Department of Housing and the Chairman of the Board of the Puerto Rico Public Housing Administration (Second Largest PHA in the USA).

Secretary Gil-Enseñat holds a Bachelor’s Degree in Political Science from the University of Puerto Rico, Mayaguez Campus and a Juris Doctor from the Pontifical Catholic University of Puerto Rico. Afterwards, he attended the American University Washington College of Law, in Washington D.C, where he earned a Master’s Degree in International Business Law. He is admitted to practice law in Washington D.C., Puerto Rico and the US District Court of Puerto Rico. While practicing law in Washington D.C., he participated in cases regarding Commercial International Arbitration and Foreign Corrupt Practice Act Investigations.

In 2009, Secretary Gil-Enseñat returned to Puerto Rico to serve in the Department of Justice, where he implemented the Juvenile Drug Court Pilot program and later, directed the Office of Federal Affairs. In 2010, he served as the Associate Administrator for Procurement of the Puerto Rico Public Housing Administration. In 2012, he returns to private practice as a civil litigation attorney, in the federal and state courts, and also advice clients in the areas of Construction, Employment Law and also as consultant for Federal Grant Management.
